Taking your insides out for keeping fat men feeding in Beverly Hills and having your life taken apart from them that call your music art (as long as it sells obviously) is the same thing.
I'm not a native speaker, so I might be wrong, but I'm surprised that it took several years to see someone tell that this song is about the "music industry" - let's call it this way.
"No one wants to see you inside of me". Probably Smith had some inputs from the label to make his music more "appealing", but he knows that what people liked in his music was its being so personal and delicate. The well-known conflict in art of all times between the commissioner and the artist.
"They took your life apart and called your failures art", even at a first listen, immediately reminded me Nirvana's "Distill the life that inside of me" from Pennyroyal Tea, another song on the issue. Dissecting one's fragilities apparently sells well, but it would hurt anyone on the long run.
"I got static in my head - the reflected sound of everything". The static is a usual theme in Smith's songs (cf. Junk Bond Trader) and I'm pretty sure he knew what is the "white noise", a noise that occupies all the frequencies a human ear can hear and beyond (en.wikipedia.org/wiki/…), which is in some sense the "sound of everything" and reminds the TV static noise. In general, the third section is about the gentle flowing of inspiration, which from a full, but confused understanding of the world (the static) derives a fragile form (the noise that is coming out), which is always "about to drown tomorrow out".

straight to over being straight to overdosis. No one wants to see you inside of me, the you refers to the heroin.
"No one wants to see You inside of me" - No one wants to hear something that isn't completely Elliott i.e. studio suit input.

"Say you're deaf and dumb and done" - I would say it means that they're telling him he's deaf and dumb because his incomplete songs are good enough or done but I feel like this might just be more because it's catchy.
"The noise is coming out And if it's not out now Then tomorrow, tomorrow" - The music is coming and he's not going to rush it
"They took your life apart And called your failures art" - Elliott again referencing his distaste for his label and for them telling him his songs are finished when he is not satisfied with them

"The noise is coming out And if it's not out now I know it's just about To drown tomorrow out" - My best guess is he's saying when the music comes it will drown the studio out finally. Also sounds like some reference to drugs/suicide/general depressed feelings but that may be too simplistic.

Say you're deaf and dumb and done" person is trying to solve problem in a way that wont help. (like if you tried to break a strong lock with a hammer) Or he is comparing himself to the lock. and the girlfriend is the hammer trying to solve things harshly.
"Give yourself another talk
This time make it sound like someone" he's saying calm yourself down and talk to me about the problem rationally. arguing wont help. make yourself sound like an actual person "make it sound like your someone"

Then tomorrow, tomorrow" he's going to ccontinue to argue back until its solved.. and if it isnt today, it will be another fight tomorrow.

I believe it means that the reflective sound of everything (person who keeps bringing up whatever they are fightingg about)
makes him stop listening and all he hears is static in his head. Meaning he just closes up and doesn't listen.

But it didn't lead to anything The noise is coming out" Means it didn't help to try and block the argument. He still wants to fight back.. " the noise is coming out"

Thats my interpretation though.. he might have been writing about something completely different.

could be referring to how his drug using is his failure and it helps him make good music.

sometimes i tend to see the world through the lens of "mental illness" because, well...I've had bouts of major depression since I was age eleven. extremely anxious as far back as I can remember...also, I have something akin to avoidant personality disorder (though it doesn't quite match the official criteria...in short, it means I'm introverted to the point of it being pathological)
at the moment, it is more on my mind than usual, having just gotten back from talking with my shrink about what he's going to write for my disability application. just how many embarrassing details (which would otherwise be confidential) need to be included? trying to find a balance--i.e. not so candid it makes me uncomfortable--but too much glossing over, and it'd be unlikely they'd rule in my favor.
(had a job for almost 20 years; then they said I wasn't physically capable anymore. that was a pretext. a co-worker had been bullying me; after 4 years of manipulating people into distrusting me, she finally succeeded in getting me fired. prior to that, i had inertia on my side; I'd been there such a long time, it was OK to stay hidden in my little corner so long as I got my work done. now I couldn't possibly hold down a job; I wouldn't "fit in with the team." i know, long story)
never used to have Elliott's problem of friends maintaining a suicide watch, because I carefully kept it all to myself (didn't seek help until my late twenties; I'm 43 now). when my parents found out how much I'd been hurting inside (and also how much I'd been bullied by the other kids--I'd hid that, too) they felt awful. blaming themselves for not seeing the signs. but also angry with me for not telling anyone. I was protecting them; I didn't want them to worry about me. it's a balancing act; whatever they might say about doing anything to help, the truth--usually--is they'd rather not know.
