This song (in my opinion) is about a relationship, which is dissolving.
"you would know" is kind of a spiteful malicious post-relationship remark
At the beginning he's a happy robot (this may be a reference to Josh's "robot rock" style), happy in the relationship. They're similar, or cut from the same cloth, but their relationship is too explosive/not working, or ripping at the seams.
The rest of it seems to be just the relationship falling apart and he puts an end to it; cutting (the cloth), crosshairs in the eyes.

This person thinks they're living a dream life on a "hill of beans" without drugs. And he describes them as a robot because they're just like everyone else.

Josh is saying that drug users and non-drug users are the same, and "rippin at the seams" could mean they're both fucked up in their own way, whether they like it or not.

This whole verse he's describing that people are too afraid of drugs, so they do every thing to avoid them, but still judge people that use them. They laugh at people who use them, but are too ignorant and scared to try them. And "cut you down to size" means he's going to prove them wrong, and knock them off their hill of beans.

His "girl" is obviously high or under the influence of something.

To me, I think this is when his father (or his "girls" father) realizes that he's (or she's) been doing drugs. And he's really pissed off, so he has cross hairs in his eyes, like he's going to kill/punish someone. And it ends in "shut up" which means that Josh is sick and tired of all the bullshit people are saying.

The chorus, he's simply taunting these people. Like if he's in an argument with someone who's never done drugs and they try and make a rational point, he smirks and then and says "you would know".
Really kick ass song, and one I can relate to. I'm sick and tired of people thinking all pot smokers are dumb losers. Fact is, they know jack shit about pot or consuming pot, they only believe what their parents tell them.
but after reading minciue's idea, im a bit of a fan of that meaning for the song (even if drugs are everyones meaning for every song)

In this part, my opinion is that she out of focus because she is drunk, messes with your vision. And if you've heard smells like teen spirit, you have. Kurt says, bring your guns. Queens might be referring to a syringe of heroin, and he has cross hairs in his eyes means his pupils are dilated.
