i don't think it's about anything so specific...just about feeling guilty for things that were never in your hands to begin with...or not having the foresight to see an opportunity pass until there's no turning back...

One of my favourite lyrics ever... I think the song could be about a relationship where two people want different things... he is restless and wants to live and take risks, whereas she wants to settle down - "a girl without a dream". He says I'm sorry, I love you but I've got to move on.

driver08uk is spot on. It is about waiting for a phone call which is not coming because - unknown to the singer - a flood has washed the phone lines away so as the singer waits for the call he wonders why she is not calling and mentally pulls apart the relationship they have.

This song reeks strongly of regret, this huge chance passed and the narrator couldn't stop it from doing so. or maybe he regrets taking action on it, and quite literally feels sorry to the other for not having the guts to take the chance. on a more personal note, it just sounds so big and haunting, even for a little pop song. rem at their fucking finest.

The song's title has nothing to do with South Central Los Angeles, does it? I assume "south central" is the time zone area in which there was a flood? Or what does it mean?

Geographically, the giveaway is in the line "Eastern to Mountain, third party call". The phone call is made between the Eastern Time Zone (eg, Georgia) and the Mountain Time Zone (eg, New Mexico). The phone lines would thus run through Texas, which is the South-Central portion of the United States. A storm there ("south central rain") blocks the call, leading to some problems in the relationship.

A wise man in the Bible builds his house upon rocks so that water can't wash it away... this phone call is washed away by water... so the singer is unlike the wise man.

I suppose you can thank the (1993?) Rodney King riots for making the phrase "South Central" a household-word synonym for the slums of Los Angeles largely inhabited by black Americans. This song was written before then.

its just about a break up, thats all. waiting for a call, the conversation's dimmed, cities wash away, there's a girl without a dream, go build yourself another dream... its just a break up - the guy is desparate - "I'm sorry" the chaotic instrumentation at the end... a break up

It is well documented that this song is about Carol Levy. A photographer and dear friend of the band (she took the pictures on the 'chronic town' sleeve). She was killed in a flood just before 'Rekoning' was recorded. 'Camera' is also about her.
