At the time, much like sexual harrassment, stalking was not on the radar screen. Someone wanting to meet a hot looking guy or girl was...and still is. This was/is not a sinister song. It's an upbeat song someone would sing when he's lusting after someone and wants to be a part of her life.
@TurnMeOn Yes, this song is about stalking. Debbie Harry, who wrote the lyrics, said so herself. The song was inspired by real events. She told Entertainment Weekly: "I was actually stalked by a nutjob, so it came out of a not-so-friendly personal event. I tried to inject a little levity into it to make it more lighthearted. It was a survival mechanism." So the upbeat catchiness of the song was was a bit of irony used to provide contrast and balance to the song's sinister undertones.

Although Blondie is one of my favorite bands, I think this is probably the second greatest stalker song. Number one being Every Breath You Take by the Police. This song is definitely more straight forward about it though.
