I think that this is about the "river" of energy some people believe surrounds us all. It is said that if one can feel this energy, it brings peace to the that person. That's what I think the quiet river is.
When he says that it's too noisy to hear the sound, he's talking about the constant through process occurring in most of our minds. This incessant thinking is mental noise, and it distracts a peson from living in the moment and feeling this quiet river. When I listen to this album, I believe most of the album is about this sort of thing.
I like katox's view though and it doesn't really matter which view is correct (katox's makes more sense). What matters is the power behind this song. You can hear the emotion Ed puts into this song and I love it. Ed is saying that we are not going to be on this Earth forever so show some love.
