The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

In regards to the meaning of this song:
Before a live performance on the EP Five Stories Falling, Geoff states “It’s about the last time I went to visit my grandmother in Columbus, and I saw that she was dying and it was the last time I was going to see her. It is about realizing how young you are, but how quickly you can go.”
That’s the thing about Geoff and his sublime poetry, you think it’s about one thing, but really it’s about something entirely different. But the lyrics are still universal and omnipresent, ubiquitous, even. So relatable. That’s one thing I love about this band. I also love their live performances, raw energy and Geoff’s beautiful, imperfectly perfect vocals. His voice soothes my aching soul.

I think this song is about taking life as it comes, living to the fullest even if the actions are deemed illegal. This is really just a guess given the title, certain lines, and the sound of the song.

This song describes exactly what it feels like when you do psychedelic drugs. You start coming down and have an overwhelming appreciation for the small things in life (especially your parents for some reason) and as soon as i heard the line:
"And if I ever go back home I'm Gonna settle And tell my momma, I love Her so and thank you for Giving me these bones"
I instantly knew that it was about coming down from psychedelics. Also the song suggests feelings of remorse for the way he has lived, which also fits my idea. Its totally about the post-tripping feelings you get.

For me it looks pretty simple: it's about leaving home and the turning point it is in author's life.

So his shoes are getting loose and he is shrinking where he is. He also tells that new things stand close - "rain up ahead in forty miles".
Next part is like telling goodbye to his mother and jumping into new life - "jump in the river and let the water soak the sin in my soul". It sounds like leaving home comes with some kind of sin making.

And finally, already out of home, the author is already living his life the way he wants - seemingly full of sins and drugs.
