He's in a sense criticizing stubborn punks who believe they can overcome the system.
And yes life does tend to dump you, but Greg's is saying that it all depends on who you are. If you are a punk you've got a better chance of getting dumped, so if you choose this way of life you'd better be prepared to live it.
