It's a song about the loss of someone (in Billy's case, his mother) and how the pain for that loss still goes on ('it's never done, still hanging on' / 'shadows kept alive'). It's his way for processing the much-needed mourning.
He remembers about her in a special, timeless way (a 'picture out of time'). Yet, he dares not doing an ultimate farewell, don't say goodbye, I'll see you someday, that's his message to her. If he has to believe in heaven to avoid thinking he'll never see her again, he'll do so.
The last part of this masterpiece shows how he feels now. "Mourning our way home" is SUCH A CLEAR IMAGE...Crystal-clear. This song always strikes home because I think that everyone has had at least one loss to grief over, right?
Musically it can't get better than this. Production-wise is flawless, and how Billy develops that crescendo is out of this world.
