    My Interpretation

    I think this has to with people in positions of power/ leadership who fail in their promises & can't live up to their expectations. They want to be at the top, holding all the cards & pulling all the strings but they really have no business being in that role. They end becoming a laughing stock, a fraud & lame duck essentially.
