Making fun of people who think the whole world revolves around them, but no matter how much they posture, no one cares about them, and they aren't really all that powerful.
He won’t remember a thing 'til it starts again

But he never learns his lesson, he's blind to all else except his own image of himself.

This man is very outgoing, loved by some, and envied by about everybody else. And he is described by the lyric of the year in my opinion, "He pulled the mirrors off his Cadillac/'Cause he doesn't like it looking like he looks back". But this enviable man is simply not real.
This man is who we all aspire to be. The man of which we all love and love to hate at the same time. We all share the common desire to please fellow human beings. And this song is about the man who lives the dream to do such a thing. We all wish we had the money to afford to rip mirrors off a Cadillac and be described in this way. A loner isn't a person who lives like this, but he does dream like it which is how I have formed my opinion of the song.
Overall, awesome song and album!!
'Feels like an elephant' - reference to someone who thinks highly of himself, feels entitled - also GOP elephant logo.
'He's got friends but they got fear' - Republican base (his friends) is afraid of his flip-flopping ways, afraid of losing their wealth (to taxes).
'He pulled the mirrors off his Cadillac/‘Cause he doesn’t like it looking like he looks back' - Doesn't want anybody to look back at his job-killing days at Bain, or his creation of Romneycare as Massachusetts Gov., which he now largely denounces - Also in reference to his gaffe that his wife owns 'a couple of Cadillacs'.
'He talks like his opinion is a simple fact' - Fiscal policy, deficit reduction plans, Medicare - Romney confuses opinion (saying of his tax plan, cutting 20% of taxes 'it's revenue neutral') with the truth (he'll add 7bn to the deficit)
So I know it's definitely not about him, because like me, Tame Impala are Australian, but I really want this song to be political.

In our age, that also may mean someone with lots of money, hence the references to Cadillac and collar.
Funny enough, after the lyrics "he is now coming down the stairs", you can hear a noisy, "fat" descending sound (at 1:07 and again at 2:42), sounding like a theme from Money, by Pink Floyd (a song with lyrics related to these).
I love the way they use distorted, clumsy sounds to represent musically that kind of character. That's synesthesia.
