I think JohnWVU has it right. its a love interest with a gal that has an addition and is a prostitute. god thats a first. no I think John has it right. it is a song about being in love with a prostitute who is well a typical profile of someone of that oldest profession.

John recently got married and, from what I can imagine, the relationship between the band and John had gotten strained during the recent hiatus.
Doubt this is about John.
I am sure it is about a former girlfriend/lover of his. Or, perhaps, it is not about an actual girl he knows but a typical scenario in Hollywood; someone who used to be a model or such ("smiling was your money-maker"), and has fallen so far she is now a prostitute ("the driftwood in your eyes said nothing short of love for pay").
Its told from the first person view of noticing a former lover and girlfriend at various locations over his life. In this relationship, the narrator is madly in love with a woman who has a troubled past and involved with drugs and promiscuity over her lifetime, which has landed her at the police station and on the corner. Although these factors ruined the relationship, the narrator still has love and a longing to fix these aspects in her life. Hes had her but wants her again and this time, in the ways that he has tried to fix with her. After many years and when she finally does fix these crutches in her life, he sees her getting married in a church yard and its too late to be with her. Yet, he still loves and wants to be with her but there is comfort in knowing that she has improved her life

VERSE 1: the guy who loves her spots her at the police station and is touched by what has become of the girl he loves and how she(looking for fame/golden years) has gotten used to this 'garbage life'
VERSE 2: Again he spots her on the newspaper and notices how she's changed from the who she used to be, a person with confidence (convictions). and remembers how they were together back then and decides to go after her to save her.
Chorus: He's where she (or they) used to sleep reminiscing and decided to go after her (to save her)
VERSE 3: He sees her on the TV and again touched by how the lovely girl is dusting and decaying (lidsay lohan hahaha) and is going after her to save her
VERSE 4: He's leaving off to her and will do anything to save her
CHORUS: Same as previous chorus only this time he adds in that she's his soulmate and left everything behind to go after this girl.
Verse 5: He finds the girl in the churchyard but can't talk to her as married with someone else to his surprise. Heartbroken as he never imagined this and now he feels like like he is where she was/is (decay/needs to be saved). and he refuses to give up.
