She could not let the relationship go, so now she is downing in the misery of the break up. Her love had to let her go, to drown, or they both would have...

She gave her all the him, knowing that It wouldnt work but wanting his love. He spoke of it as if it was his to give. She put her trust in someone she shouldnt and began to realize it wouldnt work. He wasnt strong enough to carry the both of them, no matter what promises he told. Love whispered in secret will never come to light and she knows that now but her heart is heavy with the loss of what he promised and she hoped for.

I think this is a new man. He is waiting for her to trust him, but she doesn't want her heart to be broken again, and she doesn't want to break his heart either. She is afraid that if she allows him to try to carry her, they will both fall, and she's not just worried about herself. She knows that it's her fault, and she doesn't know how to ensure that she won't hurt him.

This is her last time trying, because every time she tries to love someone, she takes them down. She burdens their heart forever. She won't ruin another life if this fails.

She is still heavy. She will always have a wounded heart, she will always be a burden, and she knows it. But he has accepted it too, and will still be there for her. She will always keep in mind what he goes through for her.
I believe that the song is about a person who was once in a relationship that was very special to them and it ended and now she feels like a burden to everyone else she is with. She is very sad as ashleym917 said and feels like anyone else she meets is just dragging her around.
The reason I think that is because of the lyrics at the end of the song.

And then the song goes back to the usual "I'm so heavy..." lyrics.
Of course, no one can really know what it is about except the writer and anyone she's told. That's just what I think of when I listen to it. I highly recommend the song! :)
Anywho, personally, I always thought this song was speaking of how heavy of a burden she is on her lover, because of all her faults, fears, and issues. She loves him and therefore doesn't want him to suffer for her, even if he's willing... She wonders if it's possible for him to stay strong for both of them because she can't be strong enough for herself.

Pretty damn powerful lyrics, and the music is equally powerful - epic-like, as if going into battle (love IS a battlefield, ya know!...lol).
I do get a bit puzzled in the last verse, as it seems they can mean different things - does she meet someone new who respects her and her love? Could she just be , pining/wishing for a new love? Could she turning to God for faith in time of despair? I'd like to think she met someone who gives her the "lift" she needs.
I think her heart being "heavy" means that she is sad and there is something that is weighing her down.
It's as if the one she loves it is almost a bad thing for her to love her back. Its as if he is dragging her around because she is so sad.
