There's not much to say. The song is pretty straight to the point.
"21st Century Schizoid Man" this is what Kanye is calling himself. (I suggest you google the lyrics.) In "Power", Kanye only goes into further description.
Of course he is talking to himself in part of the song. Remember schizoid? Someone who performs better alone. Don't you talk to yourself when you're alone? If you know "21st Century Schizoid Man" then you will understand the song so much better.
All this leads up to the big "dun dunn dunnn". You got the power to let power go? Those that feel they are powerful are actually at the mercy of the people and things that give them power. It takes true power to accept that you’re not a god or something.
No way that wasn't planned, Kanye is a genius.

This is just my opinion, i am not saying that Kanye West does any drugs. Just how i interpret certain parts of the song.
just occured to me to explain that when i say stim(s) i am abbreviating for stimulants, a type of drug including cocaine, methamphetamine, amphetamine, methylphenidate, and many others. some legal, some not.
I watched a Kanye West interview a couple months back saying he put tons of man hours into this song. So the way he words things aren't a coincidence.

This song is about 2 things, his ego and his power. The power he knows that won't last forever, which is why he says "Till then" in the last line of the chorus. Until the clocks done ticking, he will have his power. He knows when Jesus comes back, his power will be gone.
