"All that I seek, please police me" refers to an option that he has given her...as a way to tell her that he wants her to be always bu his side....
"Strong as you seem, you will always obey" Reflects the man confidence that she'll be back, she'll come back to him....
Finally; "all that i see is peaceful eyes, drawn away from me" means that he's seeing her walking away...or that he's admitting defeat and that she'll never come back....

Now, the narrator is describing passive aggression. Did anyone else notice in the music video that there were two women and one man? When one woman is enamored by another man, another woman may feel jealousy and try to win the man over. When the woman has "won",she will then try to shove her "victory" into the other woman's face. "police me, but keep it clean", that represents how quietly cruel they are with each other, in "clean ways" by hurting each other emotionally, yet the man usually supports the cruel woman.

This refers to the side of the cruel woman. The cruel winner is mocking the loser, claiming that as old as she behaves ( by having feelings) she will always obey by backing away from the man. any actions taken against what the "winner" claims, and the loser will be hurt even more.

This refers to the winner. She now has capital because she has won the man. It's also funny that this is how most young girls act. There are very few who don't "win", since social capital seems so easy to acquire (act "normal", cruel and deceitful).

This refers to how wonderful it may seem to be with the "in" crowd, yet what's being spoken here could possibly be the thoughts of the "loser", who may not see themselves as being in the state of loss due to the fact that they recognize the problems with being the "winner".
So basically, I see the song as referring to how people commonly treat each other. Obviously, the singer is addressing the person who has hurt them. It could be referring to government, society, -etc. and how uneasy they feel with it all.

A short synopsis of this song I believe is that it is, as I indicated above, abstract. It is a narrative poem from a lover admitting their faults in a semi-defensive mode hinting at reasons for their inadequacies all the while expressing their genuine desire for attachment and the love that they thrive off of. They should use this in Californication season 4. Fits perfect to Duchovney's Hank Moody.
so..first: that's my favorite song of this great album...
it reminds me hands away for the way that the song progress with more and more power, energy, intensity...till the end...so
here's just my opinion : for me, it's about "trying a new drug", something that looks really, really cool but with fears cause it's new so you never know how you gonna react.
for the musical part, you've got some reserves and fears cause you don't know what's gonna happen and then you go to the great "travel"...so it's calm, you're clean before to do the "great jump"

if maybe the effect that it makes on you is different that the effect on me, don't leave me alone with my trip, talking to much with a great conviction (like on cocaine, a thing that the band already knows)...what if i stay forever in my trip? (like with lsd, special k...)...I hope that all those effects won't take me to far (in my head or physicly (sick way))

So far, I keep seeing a theme of unethical/illegal
business practices and a character(s) possibly involved in white collar crime which would make sense given the age we're living in.
The longer you go without something (be it food, water, shelter, company, whatever) the more you're going to appreciate that thing while you have it. To me, it's sounding like the song is from the narrator to his love interest. He's been without love for a long time, and through all the shit he's endured, he still loves her genuinely (hence: "That's why I hold you, that's why I hold you dear"). Even though life might be bad, he still has her.
