    This song feels like the continuation of There Are Listed Building (songmeanings.net/songs/view/3530822107858799304/), the song before on the album where a new romance starts. All of a sudden the romance is boring.

    Also, Garreth sounds like Art Brut when he says 'We are two ships that pass in the night...'

    I think "baking phallic cake" is a euphemism for sex. Los Campesinos! sing about sex what seems to be about 90% of the time. I think this whole song is about letting a relationship be about sex because "romance is boring".

    My Interpretation

    It sounds to me like he got involved with a girl who he has nothing in common with but they keep trying to make it work with sex & romance. Turns out romance is boring.

    Unless I'm very much mistaken 'bake phallic cake' is used as a nod to a Beautiful South lyric.

    I've read that Gareth Campesinos is a big fan of Paul Heaton (Beautiful South singer and lyricist).

    It is almost certainly a euphemism for sex.

    Ima take a stab at these since nobody else is seeming to, Starting from There Are Listed Buildings which I think UYD4L nailed. Romance is Boring seems to be a thematic continuation, I think the first verse is a metaphor for the path the relationship takes, he's the one forced into the place of responsibility for where it goes now, if it fails, he's to blame. She seems unhappy with the relationship but is too scared to do anything about it, she doesn't have the courage to break up with him and doesn't have anywhere to escape to even though as I think the pleasure cruise/gone out to trawl lyrics indicate, she hasn't ever really given up scouting for other suitors. He seems to recognize she's not happy and that's he's not entirely either, the difference I think is that he's hopeful they can spark a passion again (the euphemism for sex mentioned above) but she's not really having it. So both of them are stuck in a situation where they're watching the relationship decay and neither are doing anything about it, both are bored, but seeking different outcomes.

    I always thought the baking a phallic cake was just a metaphor for him not being romantic and not taking things very seriously. He bakes a cake in the shape of a penis as opposed to something pretty and romantic they could eat by candle light.

This song was originally written by a guy called Peter Gutteridge. He was one of the founders of the "Dunedin Sound" a musical scene in the south of New Zealand in the early 80s. From there it was covered by "The Clean" one of the early bands of that scene (he had originally been a member of in it's early days, writing a couple of their best early songs). Same ideas expressed in Fitter, Happier are expressed in this song. We're told to strive for some sort of ideal life, which includes getting a good job, being kind to everyone, finding a partner, getting married, having a couple kids, living in a quiet neighborhood in a nice big house, etc. But in Fitter, Happier the narrator(?) realizes that it's incredibly robotic to live this life. People are being used by those in power "like a pig in a cage on antibiotics"--being pacified with things like new phones and cool gadgets and houses while being sucked dry. On No Surprises, the narrator is realizing how this life is killing him slowly. In the video, his helmet is slowly filling up with water, drowning him. But he's so complacent with it. This is a good summary of the song. This boring, "perfect" life foisted upon us by some higher powers (not spiritual, but political, economic, etc. politicians and businessmen, perhaps) is not the way to live. But there is seemingly no way out but death. He'd rather die peacefully right now than live in this cage. While our lives are often shielded, we're in our own protective bubbles, or protective helmets like the one Thom wears, if we look a little harder we can see all the corruption, lies, manipulation, etc. that is going on in the world, often run by huge yet nearly invisible organizations, corporations, and 'leaders'. It's a very hopeless song because it reflects real life.
