The relevance of Husker Du getting huge has to do with The Hold Steady also being from Minneapolis/St. Paul. It's an encouragement that that Craig's band could be as big as Husker Du, who were critically praised and sold a ton of records for being on an indie.
This is a simple but great song about sitting around spinning vinyl and rocking out and talking about the music with friends. It's sung from the point of view of someone looking back later in life and realizing how that was heaven and things are not so simple now.
Yes, Heavenly is a band from Oxford. The drummer killed himself and the band dissolved. The lead singer was the drummer's older sister.
That's also talking about Heavenly, whose drummer killed himself in 96 or so.

does anyone know the band whose drummer was the singer's little brother? none are coming to mind right now. finally, the last bit reminds me of a story called "Peter Shelley" by Patrick Marber from the collection "Speaking with the Angel", edited by Nick Hornby. it's about two kids who get together, sit down on the floor and listen to some records (then have sex).
The single is probably "Our love is heavenly" which is pretty much exactly how it sounds. Later in Heavenly's career, they got a lot more cynical about love. If the single's "PUNK girl" that also might make sense, since it's about a simple infatuation on an EP which is otherwise incredibly sad and primarily is about rape.

I read an interview with the lead singer of THS and he said the only Heavenly record he owns was Space Manatee. So he's obviously talking about that one.
