To inhibit means to control and refrain from showing; of emotions, desires, impulses, or behavior.
So she is showing that she want's to do something with him, without hiding her emotions/desires/impulses etc.

This just suggests that what she wants to do is sexual. She doesn't wanna be walked in on. She didn't forget to lock the doors. xD

So they are locked in a hotel room, together and alone. He wants her to "put on a show" or entertain him Do the math. He's teasing her so he can have sex with her. ;D

I believe the word is sex. He doesn't wanna say that he (or she) wants to have sex. He want's to watch, or witness, her removing her velvet dress and having sex with him, rather than jumping to the conclusion that they will have sex in the hotel room together, because she locked the door. He's trying to keep her inhibitions up, teasing her, and pulling her in to still wanting to have sex with him.

and i think "the word" is sex, because like what robotswearplaid said they dont (or HE doesnt) want to admit whats happening.
but for the "severing the velvet" part i got a different meaning. when i first heard this song i thought that by "severing the velvet" it was the girl losing her virginity. because she seems unsure of what shes doing, and hes controling everything and telling/showing her what to do "dont be so impatient. dont lose self control. ill make the rules up as we go"
however apparently there's debate as to what this "word" is he's talking about. personally i think it could be one of two things:
A) love. he's clearly all about the sex here, refusing to let this girl believe he could possibly feel any emotions for her other than lust. so he's not going to lie to her and utter the l-word that she probably wants to hear.
B) a safe word of some sort. he's quite controlling with this girl, telling her to put on a show for him, to take off her clothes and let him watch her do all the work. also velvet restraints could be used for some bondage type scenario, which would require use of a safe word. and since he's clearly into banging this girl, he's saying he'd never say the safe word, thus never asking her to stop doing what she's doing.
honestly i think it could be both.
also something about this song just makes me feel like it's really dirty. like he's either using a girl who is absolutely in love with him, or he's paying some girl for sex. mostly i think it's the first option.
