My thought is that maybe she indeed speaks with her ex-lover on the phone in the end but she is referring to him as a third person because he has changed so much towards her and she wants to put a distance as if he is someone else that is shooting her down like "let this stranger turn me down but from the way he is (is now or was before, might be referring to an older incident, idk) whispering i take it that YOU, the person i know you still are deep inside, are not that tough"
But I'm not sure, I would also like to read other opinions on that verse too!

he decides to call her old number before she's moved in with him, her house's number.. he knows very well who is going to pick up the phone and that's why he keeps the phone ringing until it's picked up by "her ghost", which is in my opinion her new boyfriend .. not HER spirit.
the new boyfriend or the ghost wakes up and walkes down the hallway that is nothing like the singer's hallway, since the girl lives there so he enjoys what the singer misses.
he takes the phone away from the room in a hurry, and answrs him..
"it's the blaze across your nightgown
it's the phone's ring"
'i am not over you, i drive around your house at night and my car's flash blazes across your nightgown, the ghost sees it and he knows i'm not over you ... i ring at your house and he also knows it .. but do you?'- the singer keeps thinking
he can't help but to do what he's doing, he's still in love and he can't believe that she's now with someone else, but he want to move on so bad, so he tries to get it over with and call her to talk to her in person.
but instead, the ghost answers and whispers harshly "GET AWAY FROM HER, SHE'S MINE AND SHE'S HAPPY"
but again, why would he whisper if she was his, and happy?
the singer realizes it's because he's still on her mind, and the new boyfriend is trying too hard not to let her know he's calling fearing the fact that she might want to go back to him.
why all this?
because he thinks last night, she was driving circles around him.
she was on his mind ... taking over his thoughts ...
he can't do anything so much as drinking his coffee before he has made peace about this with himself.
But from the next lines ("take it from his whisper/ you're not that tough") it means that the new boyfriend is whispering harshly at him but still whispering for fear that she might crack in her resolve (her toughness to stay away from Greg) and dump this new boyfriend.
Now! To address this line: "it's the blaze across your nightgown/ it's the phone's ring"
I believe that the "blaze" is the passion that Greg and she shared (this assumption only comes with the mention of the word "nightgown"). From this, Greg's refering to their passion as his calling her, aka he still has feelings for her (but because of the closet line, I'm still assuming that he just wants to make things clear before he even thinks of moving on).
The driving on circles bit could be literal (which I highly doubt) but most likely it's refering to the fact that she was on his mind all night, driving continuous circles of uncertainty in his mind as he thinks the situation over and over again.

It's him walking through his house, he tries to walk softly because he doesn't want to break the silence that's been left since he lost his lover. He calls the girl's house, knowing she won't pick up because she's gone, so that's why he would be letting the "house ring till I wake your ghost."

I think this means the actual spirit, he wants to feel her with him through the phone. I don't know why he refers to it as a "he" though, so I could be wrong. But "sprint across the wire, follow my number, slide into my hand," sounds like my meaning.

Maybe as he's listening to the phone ring, he's watching a candle's flames reflect on a nightgown she had left at his house. This is a really beautiful image I think.

This is close to what lozte said, he's calling for closure, to hear her voice one last time even though he knows he can't. I think "him" is either a relative of the dead girl that didn't like the singer, or her husband that she was cheating on with him.
