So this guy is with this girl. But he is terribly depressed and can't support her. Hence, even though they're together, she's always been on her own, and she'll never make it that way... it's better for her to go, and move on.
He's trying to tell her that he's done and can't take it anymore. That she should forget about him, so that she won't be hurt by his suicide...
The only thing that doesn't really fir is the "You'll have to pay" section. I kind of got the impression that he was telling her he'd kill her too if she didn't leave-- as in, "everyone in here is going to die, so you better leave." Perhaps he has resentment toward her for some reason.
the part you said you're unsure of how it fits, the "You'll have to pay to watch me die" line could be seen as she'll pay with her sanity. think about it, if your loved one killed themself in front of you, you'd probably go crazy and wonder what you could have done to fix it or save them. and if they meant a lot to you, the image of them killing themself would be forever burned into your mind. everytime you'd close your eyes, you'd see it and feel more like shit. ya know?

I have a slightly different interpretation, however.
To me, it's about a guy who's either depressed, or bipolar, or has some sort of mental disorder.
And he and a girl are completely in love.
But, he can feel himself changing, or spiralling deeper into his depression. But, he can't explain to her why he's suddenly depressed and distant, which upsets her. So, he leaves her, thinking that she'll be better off without him. And then, he realizes too late that that was a stupid idea, but she's gone. So, he kills himself because he's miserable without her but he wants her to move on.

This is exactly how i've been feeling.
I have the most amazing girlfriend, and I love her so much.
But I have to hurt her everyday because I can't explain why this depression is taking over me.

Lyrically, I think it speaks for it's self.
This is about a guy killing himself - shooting himself in the head specifically (ie. picking up my brains - because of some girl and all the while telling her that with him gone she's not going to make it own her own and she'll regret that he's gone. She's going to pay to watch him die.
This whole album Brett said is coming to terms with hating yourself. I can see that in every song so far on this album.
