"We'd put her away, but she'd try it again," seems like it could be about suicide attempts. I know that's really morbid but my mother has tried to kill herself twice and that's what it reminds me off. That part is really emotional for me as is, "Would she be your mother if she had a choice?"
It reminds me of my mom but at the same time myself, especially the chorus about wanting to be happy and pretty forever. I love the National :)
