It's definitely about a girl who is in love with someone she can't have, as everyone else has said. I don't see it as being about an ex, but rather a person who she's always wanted but knows that she'll never be with. The being in love with a friend thing makes sense; I personally relate to it as falling for a guy who is with someone else. Becoming friends with him, really close friends, and knowing that you're as close as you'll ever be. The first verse with the metaphor about a city - "but i've got this dead-ended street to keep searching for a tunnel underneath a bitter truth" - she knows that he's with someone else, and that it can't happen, but because they're close to each other, she keeps falling into the same trap of false hope, and imagines herself with him. She ends up at the same conclusion every time, but still hopes. In the second verse, I think she's saying that he suspected that she had feelings for him but she lied about it, because telling him how she feels only complicates things. So she tells him "pretty" lies about just caring for him as a friend. The lines "Can't you see it's destroying me? I can't stand the closeness. But don't you dare go avoiding me. It kills me and yet it keeps me going" say it all for me. It hurts her so badly to be close to him and know she'll never have him, but she can't stay away, because having a little bit of him is better than nothing at all. It hurts that he cares about her but will never love her; it hurts to talk to him and know that they have a connection, to get that teaser of what it would be like to have him but never really find out.
