When you're depressed you tend to (or at least I tend to) feel like running away and leaving everything behind. In the beginning of the song he describes how strange and distant he feels as compared to the rest of the world ("that I was superimposed somehow in this life"). And this loneliness makes him wish his friends would call him to remind him of his existence in reality.
And when he says he has "no time", it's because he's too busy comtemplating running away from reality. And when he says "what could be an anchor here with a storm on the rise" he's desperately searching for something to hold on to while his depression takes over, something to keep him from running away for real.
I think this song is about loneliness and being afraid to settle down at the same time. he talks about love like an addiction (drink) because he's a hopeless romantic, but he can't commit and is ready to run at a moments notice with his life all holed up in a suitcase.
