Human Lyrics
I did my best to notice
When the call came down the line Up to the platform of surrender I was brought but I was kind And sometimes I get nervous When I see an open door Close your eyes, clear your heart Cut the cord Are we human or are we dancer? My sign is vital, my hands are cold And I'm on my knees looking for the answer Are we human or are we dancer? Pay my respects to grace and virtue Send my condolences to good Hear my regards to soul and romance They always did the best they could And so long to devotion It taught me everything I know Wave goodbye, wish me well You've gotta let me go Are we human or are we dancer? My sign is vital, my hands are cold And I'm on my knees looking for the answer Are we human or are we dancer? Will your system be alright When you dream of home tonight There is no message we're receiving Let me know, is your heart still beating? Are we human or are we dancer? My sign is vital, my hands are cold And I'm on my knees looking for the answer Are we human or are we dancer? You've gotta let me know Are we human or are we dancer? My sign is vital, my hands are cold And I'm on my knees looking for the answer Are we human or are we dancer?

So to find meaning in the lyric, you have to delve into that HST quote. Most agree he was talking about the propensity to go against the grain ... step to the beat different than the masses. So he was insinuating that America was raising a generation of people that follow the status quo ... a generation of sheep, if you will ... that follow the crowd ... take the same steps ... instead of thinking for themselves ... that play it safe instead of taking chances.
The rest of the song tends to support that line of thinking. "And sometimes I get nervous / When I see an open door / Close your eyes, clear your heart / Cut the cord." Seems he is afraid to seize the opportunity in front of him ... the open door ... out of fear of stepping out of line with the group.
So the song, in my opinion, is about being a race of individuals making our own choices and mistakes to experience our own triumphs and failures (human) or, in contrast, being a group of people taking all the same steps, thinking the same thoughts, losing our individuality (dancer).

A: Both (as others before commented); {we are 'Dancanity' to coin a term}
and furthermore each term - human and dancer - is meant in both a positive (inclusionary) and a negative (exclusionary) sense.
Proof:-
Dancer (positive/inclusionary sense): he's dancing in the song, it's a dance song [dancing from within together]
dancer (negative/exclusionary sense): the Hunter S Thompson meaning cited in the interview [feeling forced to dance by external or internal compulsion]
Human (positive/inclusionary sense): the song is called Human and concerns itself with the nobility and transcendence of humanity
human (negative/exclusionary sense): the mortality, sorrow, fear-of-surrender and fate themes.
These and other ambiguities of meaning, together with the music, are entrancing and encourage transcendence of the formal literal mind, which is a real death and surrender that can happen at any moment
(as in nondualist 'advaita' philosophy and Jnana yoga).
