I think hes used one girl to make another jealous. He can take her anywhere cuz shes there to be seen and the girl hes talking to can get jealous or do whatever and the girl her is using doesnt care cuz she doesnt know her or care about her.
Hes always where he needs to be for her to see the two of them together. he always thought they would end up together but because at that point of time he wants to make her jealous. but maybe realises its only her that he wants.
Then he sees the girl he was using again and whispers words in her ear so the girl he wants to be with sees. he doesnt care if he hurts her because she hurt him. and the girl hes using doesnt care because she doesnt know whats happening.
he says hes a man and he can be so obscene. hes rubbing it in her face that hes a man and other people want him and he canbe with them and such.

i guess in the end he picks up the courage to ask her out, he knew he'd end up with her eventually.

Personally, when I hear this song I like to think of it as a person stuck in a relationship with a woman who really just is seemingly out of touch with herself and the world which is expressed when Luke says "she don't know who she is. She just don't care." Also I believe he's refering to his longing to be with an old friend (perhaps girlfriend) when he says "Now I see her again, I asked to be a humming bird, whisper words in her ear." He also states that he always thought he would eventually be wind up with this person because he's always where he needs to be, but despite this, he still is without her.
also he knows his nature as a guy is...not so proper.
