I think this is about how God watches things happen to us and how we act as believers. He, God, is not acting as an alerter though He is the all knowing and all seeing. We, the believers, still hoped that there was something to alert us.
The rap victim, the drug user and the immigrant are examples of good people, believers, who got themselves into situations where God, the all seeing and the all knowing, could have helped them. He, God, did not. The persons in the three examples given here still have hope that things will get better one day.
I think we all have been in a situation where we wished there was God or a higher power we believe in to act as an "intruder alert". We can all relate to this song in some way.

It's not only about rape, drugs and immigration. It's about not knowing anymore where your borders are or not having the alarm system anymore. Self-destruction and doing everything for something and it turns out to be nothing.
verse 2- about a guy thats addicted to drugs and has lost everything
verse 3- about immigration
He is most likely talking about Haiti.
First, he mentions famine and hints at corruption There is a risk of famine in Cuba due to hurricanes and such but it is not a constant as it is in Haiti. Also, despite popular belief the Cuban government is not known for being as corrupt as the lyrics describe, but Haiti's government is.
Second, and most importantly he mentions DEPORTATION, the United States Government has a policy of NOT deporting immigrants legal or other wise from Cuba. This due to stuff that happened during the Cold War, and with the emergence of communism. Many wealthy Cubans and those who did not benefit from communism fled the country, and being how the US is the poster child for capitalism and very anti communist we open our boarders to these people fleeing "economic oppression"
With that being said, it is impossible for him to actually be talking about Cuba. He can only be talking about Mexico or Haiti. As someone already mentioned illegal immigrants coming from Mexico do not take boats by sea. Leaving the only logical place of origin to be Haiti.
Is it just me, or does the chorus sound like "true love" around the end?
i have never heard a song that hit home about being raped as much as this one has.
many rappers or even any songwriters are scared to touch on events that can be traumatizing to others. i really admire lupe for taking chances and writing risky songs. he's got guts and because of his lyrics he's actually helped me just a little bit more in recovering from the rape.
In the first verse, I felt for the girl but was glad that she finally found someone who could help her start over again, but the for the longest, from the lines "Knew that it was right, cause something was wrong, The alarms in her mind didn't tell her he didn't belong" I feared that the guy she trusted was actually an intruder, but then realized it was just her finally trusting someone and not automatically rasiing the intruder alert and pushing him away
The second verse was by far my favorite. It's a situation that alot of ppl could be quick to judge but actually have no idea of
the third verse, Lupe certainly puts our ideas on illegal immigration on it's head. I mean, yes you have those with either ill intent and stuff; but you also have those like some from Cuba who have no other choice but do what they have to do for the best welfare and future of their children

If you listen carefully you can hear the difference, and it makes more sense with the following line.
