Whether hes referring to the American public or our individual families back home i'm not sure. But it reminded me of first time i went home and my little brother didn't recognize me.
The feeling you get from the song is that we're here as a conquering force not liberators.

and that we will never accomplish what we set out to do.

Either way we (the soldiers and Marines) will do whatever is asked of us until we come home and we won't question the motivation behind the orders.
