i think you can see it best at the last verse:

he doesn't know her feelings, and he has let her go and feels rather 'alone and ill at ease' instead of being with her and taking the risk, that she could let him down

i think it could have been, that he met her after they split up and she ignored him or was with going with another guy or something like that. he feels 'intact and reassured' because he knows he has done the right thing of letting her go.

I really connected with it in my own way, but I do strongly agree with Brighterrr.
I've always thought of it as a person very much in love with a person that they can't have, and, not in a stalker-ish sense, but more in a loving protective manner, wanting to always know what they are doing, where they are, wanting to know what they're thinking and if they're thinking of you in the slightest.
