I think (Seeing as where it's placed too, it's right after the love song, that being "Baby Girl, I'm A Blur") it's about two people that lead very uncontrollable, unhappy lives. Both of them are down and out and through finding eachother they fall in love. When people first fall for oneanother, it's this euphoric, somewhat 'retarded' feeling. It's just so exceptionally giddy.
That's my two cents.

The first verse: I'm not sure who "they" could be, but maybe it refers to critics trying to find something to make him look worse than he is, a la Orgy of Critics? Maybe? It's kind of a stretch. But the second half of the verse sounds like Max doesn't think he should be taken seriously, and his life is kind of a wreck but it makes for good songwriting. Bleh. I don't know.
The second verse: LJK was a photographer, and if you take into account the fact that this album seems to be pretty autobiographical, it makes perfect sense.
And the last verse/bridge-y thing make it pretty obvious that he wants her.

and the retarded part comes from her not knowing about it yet. however it's more directed at himself because he's still unsure of if and how he should tell her, which can be seen in the last set of lyrics.
bemis is my favorite lyricist.
and the simplistic sound of this track is so calming but still intense emotion-wise.

thus making them retarded in love, because the relationship if weird, and confusing and quirky.

those are my favorite lines..because i know how it feels to be all disillusioned and then just feel like playing dead. man..max is amazing.
and about the meaning of the song..it's totally just two unique beat down people finally finding happiness in each other..in all it's awkwardness. i love it.

It's about two people who are both outcasts and who don't get along well with other people because they're rejected. They realize their common characteristics and fall in love. The "retarded in love" line is meant two ways: retarded together because they're the "retards" of society, and retarded as in madly in love.
This is such an excellent song. The first time I heard it, I chuckled at the line where he talks to the girl at night because the minutes are free, haha. That's so true, people talking at night for the free minutes.
