When he is resurfacing for air he hears the loud noise of the diving crew and the wind etc of our world (loud guitar parts).
When he dives back down he enters the serene abyss of the ocean. Sound doesn't travel well in water and the quiet parts of the song are when the music most resembles the magical underwater world and you can even imagine the air bubbles floating up. Also the different parts seem to be timed consistently like a diver would do when getting air.
No matter what your interpretation, this song is such a great adventure for the ears and mind!
i see it as a man sinking below the waves into the ocean. first he encounters a shark, or large creature of that nature. the whale swims off and he continues down. when the music is quiet, he's gazing around in wonder, appreciating everything around him. and then, everything frightning and turbuluent about the ocean is revealed to him. he swims back to the surface, leaving all the terrors (or wonders) behind him.
pretty sweet, huh?
oh and i can't really tell what he's saying at 3:15. but it's definitely something. and ocean is one word of it.
which since the album is based on water is a pretty cool thing, it proves that the point of the albums sound construction was well thought out and masterfully sends the message it was intending to send, it's easy to find what we are told to look for (for those who knew it was on the water album before they heard it) but it's even more amazing to be lead to the intent of the song without any prior knowledge of the meaning or theme behind it, showing that in such a dark age of art and music that the past decade has put us through there are still a select few people out there producing something that can be respected and is truly beautiful in a time of drab, boring nothingness and generic emopopunkpostmoderncrap wannabes that populate the general music industry these days.
you can interpret the musical transitions sooo differently which i think makes it such a great song
