In the first verse, she is a young girl (maiden / Persephone archetype), perhaps slighly insecure, trying to make herself special "so i'll be someone who won't be forgotten". She is looking for love from somewhere outside herself, to be given to her by someone else - "I have a question, you have the answer" ends the verse.
The beginning of the second verse builds on the first with additional superstitions in what I think is a wry way - this is a mature woman (mother / Demeter archetype) who knows more about love than the girl in the first verse. She is now more confident - she's not worried about being forgotten but rather hoping that her new love will turn out to be special "I cross all my fingers / that you'll be someone / that won't be forgotten". This verse ends with "What was your question, I have the answer" - she has love to give someone else, but isn't looking for it from outside herself.
The last verse is narrated by a much older woman (crone / Hecate archetype) who has suffered loss, probably buried one or more of her loves. There's just this human heart that's built with this human flaw" - the flaw being that we are mortal. She is the one singing "What was your question - love is the answer". The music here is epic and mystical and describes a strong soul that has known a lot of sorrow but is not sad.

The beginning is fairly straightforward. Someone else pointed out something about superstition, and for the most part that is correct. Amulets and charms are generally indication of superstition, in this case, small items that hold some meaning to her - hopes that they will have an effect on the outcome of some situation. The part about false alarms is confusing, most likely it ties back into lyrics further into the song about being human. We all have expectations, distrusting nature. False alarms is a good way of putting it.
The chorus is purely beautiful. She dances to make the rain come, I.E. she acts a certain way to get what she needs. She smiles to keep everything from falling apart. She takes what she can get as far as love goes, and uses it to keep herself going by telling her that love is the real deal.
The second part of the song is extremely straightforward, with the exception of the last part. She says she hopes they won't be forgotten, but she already has a hard time staying focused on their needs. "What was your question?"
And the very last part of the bulk of the song reflects that nothing physical, or superstitious, can correct human nature. Our tendencies of selfishness and illusion ruin a beautiful thing, the only thing that can keep people together for the purpose of this song. Love.
Then ending chorus, I imagine, is her reflection of the past as she is now alone. Scraping up what love she can find in the rest of the world.
It might be difficult to handle! But I imagine she doesn't mean just one person. If any of her other songs are an indication (with slight parody aside) she is a fickle lover.
My interpretation is that she loved someone and they didn't love her back. But she was sort of blinded by the love, being oblivious to the fact that it wasn't mutual. She didn't want to believe it wasn't real. Also, she would do anything for this person, she would even change herself. "...so I'll be someone who wont be forgotten"
Also, I love how the tone in the song changes once she starts singing about how there are "no stars aligned..." She realizes the love and how its not being accepted, which sucks, therefore the music changes.
Even after all this, she still loves the person.
