I think its "The water on your cheek is the only thing thats moving"
He is so angry at himself for what she has done and possibly angry because he can't tell her that he still loves her. Dented pride us males suffer from this a lot.
She tells him what happened but he cant speak, he cant move and she is motionless also and for that instant or that collection of moments. The only thing moving is the tears on her cheek. This could also be the fact that whatever she says will not move him and he doesnt feel anything for her
