The boy is us as people, indifferent in our day-to-day behavior to the fact that civilization is has already spun out of control, driven by war and greed. The coin is the shiny distractions and meager comforts that keep us complacent in the fsce of its destruction. War and greed have already won and God has left the Earth.
The girl is indeed the loss of innocence, whether by rape or just life, born to tears and betrayed by a God who has left her to suffer alone.
The boy doesn't even appreciate the coin, and throws away what little he has of value on an empty wish for something more. And so he walks to the town that all of us have burned, that idyllic hometown that no longer exists if it ever did, long ago emptied of its soul by strip malls and chain stores. It is ourselves we have betrayed.
God has left the Earth, and we no longer care for anyone but ourselves, and that will be the end of us.

He just made her and abandoned her.
The coin represents the authority God gave to man. The boy tossing it in the sea represents the fall of man; when Adam and Eve ate of the tree of knowledge of good and evil he forsook the authority God had given him over the earth and gave it to who ever else would pick it up (aka Satan, who was waiting for such a opportunity).
The girl found a bird (freedom) in the snow (Jesus' blood makes all our sin white as snow). The second statement says "If" God made her eyes to cry at birth. The woman (Eve) was cursed with the pain of child birth when she ate of the tree. She was not made for such pain.
God is circling the earth searching for those who will pick back up the coin (the authority He gave us in the beginning) and take captive (overcome) all the bad (satan, sin, sickness, pain, etc.). Meanwhile, cars are crashing, women are weeping (and being abused), and cities are burning while mankind makes wishes (thinking that will save him) but exposes his hopelessness by tossing it (a forsaken coin [authority] that he's stuffed away in a pocket) to the sea.
In all reality, God has never left. We have turned away from Him (tossed His gift to the sea) and burned our own cities. Man has caused all the destruction by giving dominion to satan and forsaking our Creator who is here to help us.
But the moment we turn back to Him, He has the coin in His hand. He doesn't care that we tossed it away. He is ready to intervene. All we have to do is ask, and be courageous.
That's a very vague and quick explanation. There is a lot more to it, but that will have to do for time sake.

The bird represents love to the girl, but the bird seems hurt so she wants to help. The bird flying uo her gown means rape. The bird (love) tricked her and ended up hurting her when she was tying to help. "If god made her eyes for crying at birth" means the girl feels like God brought this upon her, so she has lost all hope.
The boy tossing the coin in the sea means his dreams are lost, he has given up. the town all of us burnt means we brought this horror upon us.
Over all, it means we have given up faith in God, all hope. We brought pain and suffering upon us, (town burning, bullets, trade magazines) and god has given up his faith in us, and left leaving those with hope still behind.
