As far as meaning I know there are mentions to one-night stands, but I think of this as a relationship gone the way of most (i.e. badly). I think it started as a one-night stand that turned into a relationship. His references to a "same old house" and an "us" in the hallway lead one to believe that he's referring to a relationship rather than just a quick bedroom thing. I take the "shreds of paper" and "shards of glass" to refer to pictures taken of them together that they hang in the hallway and which he uses as a metaphor to describe his destroyed relationship.
The guy singing the song obviously owes his partner something. He calls him the one to "lower his gun" and how he "owes him money". But seems to be unable to stay or return to the relationship even though he knows the other guy was there for him when he needed it.
Guy looks him up again hoping to 'rekindle' it, but Jay (?don't even know if it's autobiographical haha) doesn't feel the same way anymore. It was a much needed and much appreciated helping hand when he was down but he just doesn't feel the same way anymore.
Possibly the guy has gained weight (the bubble gum reference) or something. But either way it's not just the same anymore. Song's kinda sad (for the guy) but honest (for Jay). It's really about how a single event (in this case, the one night stand) can hold different significance for different people.
