It's about underaged boys abused/neglected at home and sent out to live in the streets. Too young to work a legit job, they spend the day passing time in the arcade and I'm thinking prostituting themselves, but I'm not so sure about the latter. Like the song and the artist.
If their prostituting themselves, why would they steal a few bucks to get a new toy?
