• The story starts off with a 3rd person perspective setting the stage. He’s describing how disparate people can randomly come into contact (as people do), finding potential loves then, losing the relationship/hookups quickly and those wide variety of stories all end up the same, no true love develops. Now, with foundation that established….
2.As we lie, I touch you “wonderful alive girl”. If you're a seascape I'm a listing boat (for the thing carries every hope). I invest in a single lie. The choice is yours to be loved. Come away from it empty of but us.
• They are making love again; he’s thoroughly infatuated with her and she’s alive with pleasure and passion. As they are being physically intimate, he is flattering her. He’s saying that he is drawn to her beauty and all that she is, and he has no control over that. And then he says to her, that he loves her (which is a lie, it’s too soon, but he knows inside certainly that he will love her eventually)…he wants a solid relationship with her if she’ll have him. BUT, she has baggage….she already has a long term man. He wants her to drop him.

• The “Dead Moon” can be interpreted in several ways. My favorite way that makes most sense to me is that the Dead Moon is her subconscious rebelling against her because she’s being a cheating slut and her and breaking the commitment to her current man. It comes up when they are being intimate (and if you can imagine), it fucks up the passionate vibe between them during sex.
Our “hero” says things to her to assuring her that she shouldn’t worry about this stuff. The circumstance is certainly not perfect in this new budding love. Furthermore, there’s no real precedence in their own experiences to tell them how this should go. She should just relax and just fuck him because that’s what she wants anyway…she’s just wasting both their time and energy with all this balking (and it’s probably a bit irritating I’m sure…). He says he knows that the love for that other man is dead, that relationship is done and that HE loves her now… she needs to just let that guy go completely and never look back. Furthermore, it seems as though that other man probably wouldn’t even put up a fight. (Again, the dead relationship has two sides to it right?) But liken’s it to a unstoppable train running over a dog…And his final argument closes with him saying “they will celebrate the death of that relationship” respectfully and solemnly and put it to rest so that the two of them can move forward unhindered.

• Next, he is telling her that he never planned for this to happen. He is saying that chance (more than fate) brought them together, yet he takes some prideful credit in knowing how to treat her and in being exactly what she wants in order to win her heart and get in her pants. Also, he’s somewhat gloating that the other man “tried” to win her heart, but failed.
5.But we got sea legs, and we're off tonight. Can I have that to’which they’ve no right? You belong to a simpler time. I'm a victim to the impact of these words and this rhyme.
• They having “Sea Legs” means they are able to walk with STABILY on an uneasy vessel with no obvious destination in mind. The ocean currents take them where they may. It’s exciting; they are confident in what they are doing despite her feeling bad about it. And he’s asking her to give herself completely to him. Furthermore, he’s also saying to himself that his own persuasion efforts toward her are actually further seducing himself into actually loving her. (He’s a narcissist IMO, she’s screwed…)

• The final chorus Is a similar reiteration of the prior paragraph #3 where he’s just trying to convince her to just go with it. The old relationship is dead, let it go and be with him.

Fuck that, this is one of the best songs I've heard yet from this band.

But it's definitely my favorite Shins song, has a great atmosphere, and syncopated rhythm. Just love it.

That gives me a strong image, like two people nervous about being together for the first time. He's just saying, don't worry about it, "throw consequences aside"..
And maybe the 'mutts aside' part is about missing the opportunity?
It appears I haven't really paid close attention to the album's storyline, though.
