loved ones, therapist (etc.) are trying to get the victim to stop harming, sending roses (being kind) in a slightly pathetic way to try to make the victim feel better, the victim cannot control their urge to cut. "I'll be here for a while", perhaps meaning that he'll be in treatment for a while.

I think that by this, he means, give his demons, enemies, etc. blood. Cutting inflicts pain, which causes suffering. So, cut-- suffer-- as much as you can possibly bear (and more), but it will never be enough; your inner (mental) demons will not feel satisfied, and your enemies (perhaps bullies, etc.) won't even notice, and if they do, they will only laugh, and so it will not be enough for them either.

A celebrated man amongst the gurneys likely refers to some sort of doctor, a psychiatrist in particular. By saying "They can fix me with a bit of luck", he's saying that if the doctors are lucky enough, they can.. well, fix him. Fix his depression, habits, etc. The doctors and nurses love him because they are used to seeing him, since he visit's the clinic for treatment often, and he doesn't understand why they like him at all because he loathes himself, as most people who suffer with depression and the addiction to cutting do.
That whole stanza could also refer to cutting too deeply. With a bit of luck, the adored doctor can sew his wounds back up, and the nurses love him because this occurs often and they have gotten to know him in the hospital from his very many stays, and, again, he does not know why they love him because he loathes himself, and also he is always in the hospital because he has cut himself too deeply; something that he may not consider a "real" issue (due to the distorted perception of someone who has depression).
I could be completely wrong, but that is how I see it
I find this song very comforting because I have depression and self harm issues.
It then goes on to show how Gerard is not conforming to (what seems to be) 'society's rules'- perhaps due to some kind of mental disorder where he is unable to completely control/gather himself for the good of others.
After all, that usually is the reason for this false sense of 'everything is going to be ok' in regard to the workplace/government- perhaps even amongst friends ect... to 'save face'- with the person still feeling hurt and upset in their own time as they feel they can't within the 'outside world.'
The next lines go on to show how he has been sent to a mental institution, as he talks about the nurses who care for him embracing his traits, as opposed to society in general who discouraged them. Due to this, he feels as if treated for his mental disorder in order to help him conform to society will be halted.
The chorus then goes on to show how their attempts at 'treating him' are futile via either the actual extraction of blood or the more likely metaphorical extraction of information via counselling represented as blood (as he is 'opening up' to them)-
with the 'all that they can drink' line meaning all that they can handle of his mentality within each session, therefore no matter how much he gives/shares- it 'will never be enough.'
He then illustrates how he feels as if this treatment is in fact making him worse with the line 'grab a glass because there's going to be a flood'- as soon all of the corruption within his mind due to the disorder will rise to the surface, meaning this could also now refer to actual blood shed (his or others.)
The first line of the last verse shows how he has been involved in blood shed and injury many times before (perhaps due to himself)- confirmed by the following line, displaying how he is well acquainted with the doctors and nurses.
He then displays sanity and self-awareness in the next line, outlining how others in the rest of society (including himself) would regard him with disgust- as appose to the nurses within the mental institution (probably as he is a good and loveable character compared to others within it)- he is the 'kind of human wreckages that you love!' ;D
