Mermaids traditionally were said to call to sailors on ships and either get them to jump overboard or to crash the ship and I believe in some folktales, they could change the way they look to entice men further.
So the song sounds as if the ship was possibly destroyed by a whale (perhaps because he stared at the mermaid instead of masting the helm) and now hes crash landed and can still see her perhaps a distance away and wishes he could be with her.
Mermaids were also known to drag men down to the bottom of the sea so its entirely possible thats where she went and when he couldn't see her anymore he knew thats where she was.
So thats why he says he'll be coming home. To her home, under the sea.
its about a sailor having to leave his wife while he goes on an exploration of the world with his crew.
he misses his wife and remembers telling he'll be home soon.
she misses him but one day the boat returns. somehow he isn't on it. the returned crew tell her how he fell over board and that unfortunately he's probably not coming back.
the husband is stranded on an island but builds a boat and makes his way home to keep his promise.
she has died on by the time he returns and he cant believe he failed her.
he promises her spirit he'll be coming to find her soon and commits suicide to be reunited with his love.
