The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

This is a hauntingly beautiful song about introspection, specifically about looking back at a relationship that started bad and ended so poorly, that the narrator wants to go back to the very beginning and tell himself to not even travel down that road. I believe that the relationship started poorly because of the lines:
"Take me back to the night we met:When the night was full of terrors: And your eyes were filled with tears: When you had not touched me yet"
So, the first night was not a great start, but the narrator pursued the relationship and eventually both overcame the rough start to fall in love with each other:

We're told to strive for some sort of ideal life, which includes getting a good job, being kind to everyone, finding a partner, getting married, having a couple kids, living in a quiet neighborhood in a nice big house, etc. But in Fitter, Happier the narrator(?) realizes that it's incredibly robotic to live this life. People are being used by those in power "like a pig in a cage on antibiotics"--being pacified with things like new phones and cool gadgets and houses while being sucked dry. On No Surprises, the narrator is realizing how this life is killing him slowly. In the video, his helmet is slowly filling up with water, drowning him. But he's so complacent with it. This is a good summary of the song. This boring, "perfect" life foisted upon us by some higher powers (not spiritual, but political, economic, etc. politicians and businessmen, perhaps) is not the way to live. But there is seemingly no way out but death. He'd rather die peacefully right now than live in this cage. While our lives are often shielded, we're in our own protective bubbles, or protective helmets like the one Thom wears, if we look a little harder we can see all the corruption, lies, manipulation, etc. that is going on in the world, often run by huge yet nearly invisible organizations, corporations, and 'leaders'. It's a very hopeless song because it reflects real life.

Yeah, I just wanted to say that tkilljoy is dead on with the meaning of this song. Using the mythological figure Cassandra, they were able to build a song that shows her predicting the future, but being hated for it, having no one believe her. Coincidentally, the song could be taken in modern times with destruction and all that, but in Ancient Greek times, the same shit existed. Really, you can place the "destruction, ignorance, and hatred" themes at any time in history, and they would easily fit in. We may just look at it as a modern equivalent since we, you know, live now...and not back then.

I think in addition with the story of Cassandra, it's about man ignoring the dangers of what they're doing.
People die from smoking...but mankind still smokes. America learned about the dangers of building an entire state below sea-level, a hurricane came and demolished it, and they want to rebuild it. The body count of anything is proof that something is wrong and needs to be fixed but "no one listens to the..."
You're absolutely right about the Trojan prophetess, Cassandra. This song parallels her prediction of the fall of Troy. She warned the Trojans not to keep the wooden horse given as a gift from the "retreating" Achaeans. However, being cursed, she was called mad and ignored.
The Achaean army faked a retreat, climbed on board their boats, and sailed out to hide past the horizon and behind rocks, where they would not be spotted by the Trojans. Meanwhile, they built a large wooden horse (the Trojan horse) and sent it to Troy as a gift, where it was accepted. The horse, however, was hollow and contained many Achaean soldiers, including Odysseus himself. Celebrating the end of the ten year war, the Trojans partied in the streets and passed out drunk.
The citizens of Troy were massacred when the Achaeans snuck out of the Trojan horse and opened Troy's gates to the hiding Achaean army. The massacre and the prophecies of Cassandra are what this song is about.
