"calling all cars, we got another victim" is the police radio telling all cars to come because they have a suicide victim
"because my love has become an affliction" tells why he's committing suicide - because of his love life/break up
"what did you expect from me?" he told her this would happen, so she should've expected this.

And I know how it's going to end" he always knew this would happen, and now he knows he's going to commit suicide
"So will you scatter my ashes where they won't be found?" he wants her to scatter his ashes where they won't be found, probably because he doesn't want anyone to find them and be reminded of him, he just wants everyone to forget him

That's just my explanation of the meaning of the song..I might be wrong on some things but that's what I think when I listen to the song.
ok so a recap: he lost his faith when some tragic thing happended to him and no higher being helped him. the light failed him, so he called religion fake and turned his back. THEN, he began drinking, fucking, doing drugs (bonecrusher is a street slang for crack i believe) to numb the thought that he know knows he is all alone. he feels betrayed, he put so much into his religion and it failed him.
Then with Can't Be Saved, he looks at himself and realizes just how much he has fucked up, and that he will in fact not be saved, because there is nobody to save him.
This song is supposed to make you wonder, Why exactly is a police radio saying they have another victim/ what did he do??
This song is written in sort of a suicide note form. He is just stating that he has let everyone down(including himself) repeatedly, and he has realized how much better everything would be if he was gone. This is him saying, hey im going to just end it, and when i do scatter my ashes so i wont be found. He told everyone he would just let them down, but nobody believed him.
This song is building up to the climax when he leaps from the building. so sad but soo good.

The person pretty much has gotten their heart broken and they're becoming a "victim", of depression, I'm sure.

They feel like they've been a failure for a very long time, not just recently but since their "very first confession".

Again, the things happening to them are nothing new. And they know what's coming up, and that it will all end soon.

They already have decisions of what they want done with their ashes once they die. They're expecting the person who hurt them to feel some sort of pain and they want that person to do them a favor by scattering their ashes. They just want to be forgotten after this whole ordeal because, again, they feel like a failure. And they also feel like their death was to be anticipated because they already "swore that [they] would let you down".

Again, they're "about to take [their] last bow". Pretty self-explanatory, if you think about it as a suicide.

It's not their fault that everything built up to create an unbearable pain for them. They want the person to just forget them. "Take what I left you for the pain"; I'm not sure if that means possibly that they want the person to suffer as well, contradicting their opinion that they want the person to forget them as well. That could mean that maybe, while they don't want to cause pain to people, they want to be remembered after their death and for people to realize they actually cared about them. And maybe that means they do want to cause the pain, they just don't want to admit it.
I think it's about telling someone to forget you because you've been a horrible person to them.
