He's talking to his partner, but only asking questions - not giving any information. This, in turn, ends up frustrating the partner. So he's overwhemingly apologetic because he didn't realise what he was doing wrong. If you look, virtually every single line, other than the chorus, is a question. I was thinking about the lyrics the other day and suddenly this particular way of looking at it hit me.
Each person takes their own view on it, though. It could be completely different from person to person.
I think this song is about a couple after they broke up, and a guy is questioning his ex lovers new needs in a partner and wants to know if his ex is happy now that he is out of her life.
