"The phone tag you know i hate," isn't necessarily him not wanting to talk to her, but he doesn't like doing it through texting/phone calls; he wants to be with her, rather than talking through the phone.
"The head games you love to play...I don't want to play," means pretty much what its saying. She loves to play head games, which he's getting sick of.
"Oh if you shake it girl, I'll fake it," I don't think he means faking that he likes her; i think he means the opposite. He'll pretend he doesn't like her when he really does.
I don't know; that's just what i interpreted it as. I definitely don't think it's a song about a guy using a girl. It's more of a girl playing games, and it's bothering him so much, but he still continues to like her.

I think it would make sense to repeat it in a different tense (or whatever it's called...) at the end of the song ^_^

'I'll fake it, girl', that line makes me think that he'll act like he likes her, just so he can get what he wants: Sex.
But like the lyrics say, on the first date she ran away (can be interpreted however you like, I guess), and he mentions phone tag. He's got to ring her if he wants to talk, etc;
and he just wants her to stop acting so apathetic, (Don’t act like you don’t care), and to be less shy, maybe.
