I just saw the first post which mentions that Carl said this song is about isolation and disillusionment with the world, which is exactly what I was thinking.

that could either be taken as no one, not ever them. or as i like to take it, no one cares for my values or those who need help - ie the crack whores and the people who are so synchronised in their everyday lives...

i think that could be about dependancy on alcohol, and the 'germs' are depressing parts of life, and how the alcohol has corrupted and taken over even the innocent parts of life, such as the milk.
also, the 'to kill all the germs' part could be an obvious excuse/denial/justification/whatever the word is of the alcoholism. also that he feels surrounded by 'germs', or negativity.
