The message is that we can't have a perfect world, and it won't change. The electronic music is the censor, showing that we can't have a colourful, blooming, flowery world. Thom is shouting over the music, trying to spread a message, but the music keeps blocking his cover of "Somewhere Over The Rainbow" out.
I'm only guessing, but still. One of the most mysterious and strange songs (semi-instrumental, I don't know) ever composed by Radiohead, yet a brilliant composition of electronics performed. I love this. :D
I'll be commenting on this again soon.
The version that appears as a HTTT b-side (the officially released studio recording) is, in a sense, a remix (this version's life began as RH's intro music during their small, brief 2002 tour).

i found a website that separated out the vocals and it's quite clear

I can't find it anywhere but online.
And it's wonderful, with the beat and all.
I love how there's no distinct words, but the trademark Radiohead "oohh ahhhhh" mixed in there.
I feel like I'm on an acid trip.
Or in Willy Wonka.
It reminds me of the Magical Mystery Tour. And Blue Jay Way.
Maybe that was an influence?
