This is part of the visual message on the cover, of the wasteland, dead trees, it seems nothing is living. The only thing even touching it is the sun. It exists, it is seen, but there is nothing, only an infestation of locusts, the locusts that are responsible for killing everything and making it into a wasteland.
The analogy, the meaning, is that this is a person. I've had this happen to myself many times - I stop to look deep inside someone, thinking that glimmer of light might be some hope of something good. And I end up feeling as dead inside as they do, because their locusts are the only thing that's left to greet me. They destroy me as well. And I wonder why I even bother.
