what he loved initially was the former frankston, which has turned to this awful new frankston. but he can't leave anyway. it's still frankston, even if it's not the same frankston.
The Frankston is not "bad" till you get, maybe, past mentone..
It isn't that bad, the first 15 or so stops from the city are good suburbs.

As for the song, well i think it may be leaving home, like a person who cared deeply about where their roots lay, but now are uprooting and leaving, even though they may not want to...just my opinion
