Most of the lines are Ralph's usual nonsense, but the lines emphasised in the chorus are the key, touching ones. "I'm a pop sensation" shows us Ralph is essentially a happy soul - cheerful enough despite not really understanding life.
On the other hand, "Ralphie, get off the stage sweetheart" shows a parent's embarrassment at the child's outbursts, despite being said lovingly.
As for 'dying tickles', well lots of children with mental disabilites also have other health problems, this quote reflects a child having some awareness of death, even if not quite understanding.
Of course, Ralph Wiggum in The Simpsons is shown as a chubby, healthy little boy. But by choosing that line for the song, and emphasising others in the chorus, the song serves not only as a collection of oddball quotes but also to tell a bittersweet story.
