to me it seems that this song represents someone who isn't who they used to be, lonely but very important (moonlight in this town) and that they are experiencing a problem [maybe a drug addiction] that is changing them and ruining them (Your eyes have nothing behind them your arms and legs are sore)
and the singer wants to help.. but the person of worry does not want to accept it.
