As said before (can't be bothered to find who said it) it fits with the rhythm of the song. That doesn't mean it has nothing to do with the rest of the lyrics though. I think the band just wants to make us search for a meaning that isn't there!
"Periodic table with a centerpiece of mind" and "Radioactive don't come near it" would seem to refer to the elements, and maybe make you think that 10001110101 has something to do with them. Atomic numbers, perhaps? Nope, just jive.
"Temple of Syrinx having a bakesale of the year" is obviously a 2112 Rush reference, and you could turn 10001110101 into 2112 with a bit of creativity. 1+0+0+0+1= 2; 11; 0+1+0+1= 2; put them in order and you have 2112.
I think that's enough for now, I don't feel like analyzing the whole song! Besides, it's just "jive and lyrics"!
I'm convinced that its more to do with "no worries, no worries, no, no, no, worries, worries, worries, no" being backwards you know? yeah... y'all can do what you want with that there...
Science is an ever expanding scene yet due to archaic thought, everyone who believed in the newly emerging sciences were committed as insane or labeled heretics (also the long halls could refer to schools).

Since hunting on government property was illegal, eating cats was a suitable alternative.

We can clone animals, why is it we cannot CREATE these cells and test with these. I may be way off base.
