He Has skillfully interwoven many themes to describe this transatlantic voyage.
On one plane his move is an awkward one, almost like changing schools. If u have ever done this you know how it feels. Back home He was once loved by friends.. "used to be carried on the arms of cheerleaders" but now he stands in his best clothes trying to fit in. He has to prove himself again. "Cheerleaders" is a clever choice in the verse as it is very much part of American culture and not so much English... Which further reveals just how disconnected he is to his new surroundings.
On another plane, he cleverly describes this voyage in the way of conquest. Just like the way the English set out to conquer the Americas during it's colonization.
He brilliantly draws parallels between the two worlds, referring to his own American identity in the way of its independence from British influence. 'The great white hope' is a coined term during the industrial period when America became the more dominant Anglo-Saxon Power. 'Im the the new blue blood' is in reference to American independence from British rule (A term derived from the American national flag and its inception).
These references cleverly paint the picture of his feelings of isolation/loneliness and being lost and disconnected in England as a foreign american but at the same time suggest his determination to succeed like his forefathers once did. All the while hinting about the great pressure he feels when making this move.

Mr November again is in reference to a unique distinction in american culture. An 'MVP' type of expression in sport and college. He was mr november.... Carried in the arms of cheerleaders. So not an English thing. He is psyching himself up as he make this voyage to England.
It's easier for me to see this because as an Australian we are exposed to both English and American culture.

Meaning growing up dreaming of president and seeing yourself changing the country all seemed to make sense and was so easy. As long as you looked the part then the rest came with it and at that moment its all about him trying to become president and the country comes second. So basically him campaigning.

Foreign politics, whether an initiation of war or some form of major decision is about to take place.
He does not know what to do anymore and hes even dressing the part. Therefore knowing there is more to the job. He needs his countries voice to give him an answer.

He now knows he is America and what he has to do. He is the voice and as all presidents, at the beginning are praised.

Everything used to make so much more sense, it all seemed to be mapped out (his term)
He starts to lose hope in his ability as president thus becoming lazier and not giving more time in the day towards his work to fix things. The people are growing weary of him, and as all humans are with possessions they are ready for change or a new president. This one no longer looks shiny.
The repeats at the end of the song are sung with much more emotion so I figure as all people do when they are in a slump. They find motivation and inspiration to make things better. They talk themselves up and do what they feel is necessary.
I can also see the president as being a form of symbolism.
