I was taken by the flow of the piano and Torquil's words.
To me the song is about that big fight in your relationship and you're playing the part of the good guy (or guilty guy) trying to mend things, trying to make it work again.
"I try to speak but you don't hear me

For awhile, for a little while"
Throughout the song he's attempting to contact his lover through telegraphs, telephones, carrier pigeons ("birds that fly through the air so you hear me sigh") but failing to being able to.
The "cap in hand" line strongly hints that it's the 2nd person who broke off the relationship. The narrator appears as dtsneak mentioned to be the submissive character in this scenario.
The song ends with "nothing is working tonight" and then some pleading, but more importantly doesn't inform the listener as to what happens, leaving them in the same position as the narrator, in want of more.

I think thats one of the most romantic lines ever written.
dtsneak has it right about cap in hand. Shes throwing things and hes begging her to stop - both of them are playing parts that arent healthy for the relationship.
